Does JetBackup for cPanel require access to xmlrpc.php?

According to the above article, "XML-RPC is a communication protocol that Jetpack uses to connect your site to WordPress.com"
I'm running JetBackup for cPanel, on a multi-tenant web server with both WordPress and non-WordPress sites hosted on it.
Does JetBackup only need access to xmlrpc.php when a website is specifically running the Jetbackup plugin for WordPress (which mine aren't)? In which case it's safe to put a server-wide block on xmlrpc.php.
Or does it require xmlrpc.php for any WordPress site, regardless of whether or not the WordPress site has the Jetbackup plugin installed? In which case it's not a good idea to put a server-wide block on xmlrpc.php?
